Actually I think it is more like if he is unable to play (i.e. injured) he does not travel with the team. Bledsoe and Henson both traveled to Seattle and neither played...same for several other players. Since Owens is practicing but is being held out because Parcells feels that he is simply not ready then he could very well travel with the team and may even suit up.
