Looks like it was motivated to some extent by race. I don't think an act need to be exclusively about race in order to be a hate crime.

There is a lot of black on white crime in KCMO. There is a reason I carry. My job takes me to dangerous parts of town.

Just yesterday there was a guy beaten badly for the crime of being white and walking down a street. It is becoming a weekly occurrence here.
