He gets to every ball, that's the strength of his game. He doesn't serve as well other guys.
Clay surfaces play slow and the ball kicks up higher, making it harder to hit power winners. Frequently players will slide on the clay, making it easy to go full speed into the shot, without having to "brake", meaning you get to more balls that way too. You either wait till you opponent makes a mistake or you hit the ball with more spin to fool your opponent, which Nadal is also really good at.
Power winners are much easier on other surfaces.
