They do not have Stephen Jones in charge of personnel for starters. He straight out says that waiting to the last minute is virtue in deal making. He likes that turn of phrase as he has said it multiple times.

Problem is to build a team it takes multiple moves. Building a team is like a puzzle piece. You can't make 7 moves at the last minute and have the pieces have already been taken.

I see it as more of them deciding they want to do something and then waiting to the last minute to get it done. Sure there other pieces but they do that there too.

Even here with the coaching search, they are dragging this out in each stage. It has to be policy.
