I was disappointed that NASA didn't build a moon base years ago. It's a great opportunity for scientific research.

putting a permanent base on the moon is not that hard. It would have to be buried for radiation protection, but you could power it with solar panels (would need a lot of them but possible).

If they can verify a place that has a good amount of ice you can process that. Water to grow crops and get oxygen as well.
