In fact, his numbers weren't good...but I think from the standpoint of "tools" there's never been a guy with a better arm or quicker release...plus, he was a smart QB in an era where QB's called their own plays.
If you consider his numbers within the context of the era...they are good...
There was no West Coast offense...or dink and dunk offense...just about every pass was downfield...defenses were allowed to maul receivers, etc....
Actually, if you look at Elway's numbers, with the exception of the last few seasons, they are rather pedestrian.
I agree about Otto Graham as well...
