If you are referring to the 2012 Cowboy team that actually took the field, you would be WAY off.
If you're referring to the team that was going into training camp, it's a bit more debateable.
Barring injury, I would bet all of these players are better in 2013 than in 2012.
You'll notice it is most of Dallas' best players.
Sean Lee...out all year..no brainer
Dez Bryant...broke through the 2nd half of the season
DeMarcus Ware...hurt most of the season, so at least slightly better
DeMarco Murray...missed a ton of time
Bruce Carter...missed 1/2 season and was rising fast
Jay Ratliff...missed whole season, so easy one
Barry Church...missed entire season
Tyron Smith...for sure will be better
Dwayne Harris..was on the rise by year end
Brian Price...late acquistion with huge upside..hard to contribute less, so he makes this list
Morris Claiborne...was a rookie; big upside
Tyrone Crawford...was a rookie
James Hanna...was a rookie..showed promise
Kyle Wilber...rookie..marginal to big improvement; depends on role
Matt Johnson..rookie and out all year, so can't be worse; big upside
Cole Beasely..rookie...can't contribute much less
Jeremy Parnell...slightly better; was just getting playing time
Berny and Livings...can't be worse..lol
Costa...either as backup or starter, will be better than injured all year
Plus, the strengths of the draft match Dallas' needs.
So very well could improve at
Safety,
Guard,
DT depth
maybe WR depth.
Guys that will be about the same.
Carr...he's good. I guess he could be better, but I'll put him as the same
Austin...don't trust him, but I'll say flat
Romo..not on same page with WRs until 2nd and also prob less ints...so maybe better.
Hatcher
Spencer...hard to improve much from last year
Free..if he's there
Decline?
Witten...may decline slightly off a stellar year
Note: If Ware had had a great year, I would put him on the decline list, but the dude was so hurt I think he'll he better or at least as good as in 2012.
It looks like what Dallas put out on the field for most the year compared to right now is not very comparable overall...barring several season-ending injuries to top players.
