I thought that the Seahawks were almost out of cap room. So how do they make a move to sign either one of these guys?

Because the Commanders still making moves...

It doesn't matter if you 60 million dollars over the salary cap.. the NFL doesn't really gives a daym on who makes a move... the Commanders are prime examples...

I am beginning to think this cap rule is more of a suggestion than anything else.

Look at Oakland Raiders last season being over the salary cap....

Traded for Randy Moss, who I must add have a contract that's over 100 million dollars, and they franchise tagged Charles Woodson.
