A loss to the Titans in the 1999 playoffs haunted Phillips for the rest of his time at Buffalo. In this same season he caused a controversy when he inserted Rob Johnson as starting quarterback after Doug Flutie led the team to the playoffs"
This goes down as one of the worst decisions in NFL history in my opinion. I remember this like it was yesterday. Flutie had practically revived the Bills season, coming off the bench when Rob Johnson got hurt. Johnson became healthy just at the start of the playoffs, and Phillips inexplicably decided to start Rob Johnson instead of Flutie, to many people's dismay. The Bills lost the Music City Miracle" in a game that may not have been so close if Flutie had continued starting. Many people though it was done due to the money differential between Johnson (high dollar) and Flutie (not so high).
