This goes down as one of the worst decisions in NFL history in my opinion. I remember this like it was yesterday. Flutie had practically revived the Bills season, coming off the bench when Rob Johnson got hurt. Johnson became healthy just at the start of the playoffs, and Phillips inexplicably decided to start Rob Johnson instead of Flutie, to many people's dismay. The Bills lost the Music City Miracle" in a game that may not have been so close if Flutie had continued starting. Many people though it was done due to the money differential between Johnson (high dollar) and Flutie (not so high).

As much as the fans hate it, Flutie was a back up QB, and most likely mangement told him, that he had to start Johson for the playoffs, since they were paying him millions of dollars to do that exact thing.

In the end, it didn't really matter whether Johnson or Flutie played, Buffalo was in a position to win that game but Phillips decided to play conservative and kicked early, leaving time on the clock, and the rest is history.
