And if the team cant generate a pass rush then, then it doesn't matter if you stop the run.

Stopping the run is absolutely the most important thing. You want to have both, but if you cannot stop the run, the offense can do whatever they want whenever they want. Only a penalty can get you off the field. When the team is forced to pass, the QB can miss, the receiver can drop, the defender can tip or intercept, plus there can be penalties on the line or by receivers.
