Touchdown celebrations

In 2010 Columbo accidentally falls down after a TD and a 15 yard penalty is given. In tonight's game after a Commander TD, Bob Griffith, Garcon and a half dozen other street clothed Commanders who weren't in the game come off the sidelines and into the endzone to help the celebration. No penalty, I don't get it.
