Area 51 is a big place. A black budget does wonders. I think it's ours.

Open ocean seems like the ideal place to test experimental aircraft. Limited chance of spectators. If it malfunctions, it goes into the ocean where it can't fall into the wrong hands. Hard to tell how big it is.

I thought I saw a UFO when I was about 8. I got my 30-30 rifle and started blasting away. Turns out it was a weather balloon.

Very expensive to recover downed air craft, which would be a necessity for any experimental project, if downed at sea. Also, you can't control the situation. Anybody could sail by or fly by, as evidenced here. It's not really a great idea if you are trying to keep something secret.
