Sure. Some team will win 13 or more because everything goes right for them. That doesn't mean that any particular team is likely to. Good projections (and these aren't even projections) are always more compressed than the actual final results.There's never been a season where the best record was 11 wins and the worst was 4.5 wins. Try more like 13-3 and 3-13.
