I have always wondered why things like that didn't happen more often, insiders placing choice bets on props which they can control.

They would only let that person lay so much, and if he could be connected to Roy then hw would be tossed from the league. I think a big fat new contract is probably a better bet for him.

That's a really good question.
Would the league have a problem with a player making a proposition bet of that type?
The rules are pretty clear on betting on games, but would this qualify?
