The choices are more about Rodgers than anything else. The 3 RBs are the top rushers in terms of yards, the top 3 QBs in terms of yards are Brees, Roethlisberger and Luck. The NFL just wanted Rodgers in there so they yanked out Brees.

Edit: If they had gone by passer rating the candidates would have been Romo, Rodgers and Roethlisberger. So yeah, screw Luck.
