They knew he needed surgery. They are doing it now to get the roster spot.

Forgot who was the CZer who consistently-relentlessly went to bat for Issac Alacron Garcia this past training camp+preseason.

Perhaps Waletzko declined the surgery option - decided to sit out a few games for the shoulder to better, so he could return to play this season.
It didn't work out that way.
