He can play special teams, he just hasn't done it a lot. 45 snaps there since joining Dallas; 140 special teams snaps for his career.
as the 5th or even 6th WR on the depth chart, you better be a special teams ace if nothing else.
after 3 years in the league he is what he is. never going to be a good WR. shows up in preseason. regular season has been a total disaster with 0 TDs for his career. three years in the league and couldn't even get an accidental TD in a blow out.

If your a 6th WR you aren't active to play STs. That spot would be a rookie like Anthony Smith who forced his way on the team that they would be too afraid of waiving.

So if he is 6th, I rather waive him and keep a rookie to develop. We know what mingo is. Ain't getting any better

As the 5th WR he better be really good special Beamer with an upside. He is neither.

If he shows in preseason, then trade him for a 7th rounder and move on.
He is not a difference maker anyway. In the last year of his contract as well.
