I don't know that it is so much collusion as it is other factors.
First, you've got the whole uncapped thing. That means you no longer have cap space as the leverage in RFA signings. So realistically, in most cases you are just going to be spending your time negotiating with a guy that the original team is going to resign.
Second, you gain considerable leverage when the player and his original team reach an impasse. With so many RFAs, you need to let that play out a bit and see who simply can't make it work with his current team. That guy is going to be available for a trade that costs less then the pick compensation.
Finally, I doubt we see much movement on RFAs outside of a handful of guys...it just isn't good business to give up picks for a player you need to give a new deal to.
