My guess would be:

Spencer
Vaughan
Weems
Street
Toomer
Edwards
J. Crawford

Vaughn is the emergency qb so he is allowed to suit up. You have to have 7 other inactives. If they didn't have a 3rd qb then they would need 8 inactives.

Street will suit up. What will you do if one of the outside WRs has to come out for some time? Beasley and Harris won't cut it imo.

Street is somebody they have hopes for in the future. He has a lot of potential. But, he isn't there yet. And I don't think he plays special teams. It is tough to keep 4 wide outs active on game day who don't play special teams. If Street is active, that's what you would have. I think Street will be inactive every game unless one of the other 4 is injured.

I think selvie, melton and claiborne will not suit up.

Any one of those would be a big loss, and unlikely to sit.

Melton will go if he doesn't trip on a double meat & cheese.

Claiborne will go if his girlfriend is in the stands.

Selvie will get a pre-game injection in his shoulder, and will go if he can raise his arm above his head.
