Others are right -- taking a flop is a penalty in hockey. It used to be much more common for punters and field goal kickers to take a flop, hoping to draw a foul, when someone came close to blocking their kick. I wish I had some footage to post because some of the flops were laughable.

It looked to me like he baited the hit as well, slowing down on purpose as he was going out of bounds.
