I'd take him end of the 1st. He was WR1 on a lot of boards before the injury and would have gone top 15 easy. He'll be back by the end of his rookie season, and then you've got him for 4 cost-controlled seasons afterwards.
Low risk, high reward IMO... the only question is how much do you discount him for 1 likely lost year. I don't think it's as much as some fans might think. Just as a point of comparison, Jeffrey Simmons was top 5 talent with a blown ACL, and he only slid to pick #19. The Titans haven't regretted that pick at all.
I think you just have to have a starting 3 you’re good with at WR if you draft him and the medicals have to be clean.
If so, dude is a top 15ish talent and WR1 so I’d take him in the 1st.
