What the rule on illegal touching

Whats the rule, olinemen are not aloud to touch the ball or be a pass reciever right? Then why when Ware sacked Warner in the 4th qtr was'nt it called if thats the rule or intentenal grounding cause he not only threw it at 1 of his linemen the linemen caught it and dropped it. He cant do that can he? Was'nt a flag for either infraction. Just wondering cause ya gotta call one of those on the play right? Thats the difference of a 41 yard fg to either a 50+ or a punt.
