When can the NFL announce they have flexed the Eagles game?

When can the NFL announce they have flexed the win and your in game between the Eagles and Cowboys? Any rules to prevent the Cowboys getting another prime time game? It will destroy all TV ratings for the year.

They will probably do some sort of compromise of you get that game and we get the preferred wildcard game. They have done it in the past.
