If he wants to be a starter he's going to be in Houston. If he wants to be a backup and learn how to play the position better before trying to be a starter again, I think Green Bay would be a good fit. Current Packer backup Scott Tolzien has been quietly described as ready to be a starter and he'll test free agency to get his shot this off-season.
