If this team cuts him, it just shows they truly are insane.

Why would they be insane to cut a 7th round pick who couldn't stay on the field? 37 catches for 444 yards total between college and the pros over 4 seasons. Certainly has potential based on his 2017 camp, but nothing he's done this camp justifies a spot on the roster.

Many guys have split deals that pay them less when they are on IR. If he's healthy and can earn a regular game check, why would he submit to IR?

Obviously there was something they seen in him last year to keep him. His college starts aren’t what some want, because he had a devastating broken leg that reduced his playing time and stats. Jist don’t look at the numbers.
And as a rookie with the WR last year, he was not going to produce a lot of high numbers.

Top 51 is only during the offseason.

During the season all players count against the cap. That includes the 53, the practice squad and players on IR. Only suspended players don't count because they don't get paid while suspended.

Actually that is not the reason for injury settlements. Teams can just keep the play and pay them until healthy and then cut them. The injury settlements are intended to be the same dollar amount as if the player stayed until healthy.

The settlement allows the player to go look for another team and keeps the training room from being full of players that will be cut when healthy.

It's doubtful that a minimum wage player has a split deal.

For minimum wage players that are getting full pay on IR, it would be rare for them to push to be cut when healthy. If they didn't get a settlement then the team has plans for them the following year. If other teams were allowed to contact the agent then the player/agent would be tempted to want to take other offers but since that is not allowed, the agent will normally recommend staying with the team definitely wants to keep the player.

I can't honestly see Noah Brown taking up a roster spot. He's a one-trick pony.

If the FO is really intent upon keeping him, the IR seems a good place for him.

He probably could have been moved to TE in OTAs this spring and been our best player there in the preseason.

I like Noah Brown and would stash him if I could. But I can't use one of the 53 roster spots on him. Not after he's missed all of preseason and training camp. Can't do it.

Shannon Sharpe made a HOF career doing just that. Jay Novacek had a fine one as well.
