Why are we surprised?

that 20+ years after our last Super Bowl this organization is still struggling to build anything competitive on a consistent basis. When we won our last Super Bowl, Jimmy Johnson built those teams. Since then the only coach we've had that resembled an NFL head coach was Bill Parcels. Pretty hard to have much confidence in this organization at this point.

I'm not surprised. But it's not because of free agency. I agree with the free agency approach they have taken.
