Why did we activate Chapas?

If they were gonna use Phillips as FB for most of the game, why activate Chapas?

All I could think of, is that you have to have 46 players active, and with the exception of Arkin and Loper, all the others were hurt.

He did play some on ST's. Didn't really notice him one way or the other.
