Why did we hire Gary Brown?

I know running back is probably one of the most player dependant positions in football (rb/ol), but what impressed the front office in Gary Brown's resume?

He has never produced a highly productive running game in cleveland.

Maybe I'm overthinking the position. Not many RB coaches seem to develop RBs rather they fall into them, and the ones who are pretty well established tend to stick with their teams. It also doesn't seem like a great position to move up to OC.

I'd like to be pleasantly surprised here.

Peyton Hillis was an all-pro under him, then he left Cleveland and promptly went to suckville.
Trent Richardson also did well under him.

You'll find that RB coaches are generally considered a dime-a-dozen in the NFL. Most of them stay at RB coach their entire career and never move up beyond that.
