Yeah this is pretty much why.The league changed the rules a few years back, I think around 2014, to allow CBS and Fox to "flex" games for local market coverage. I think it has to do with both networks being able to carry at least 1 game each season locally. So for example, CBS Dallas gets to carry at least 1 Cowboys game while Fox Baltimore could carry at least one Ravens game. With Thursday Night, Sunday Night and Monday night games it is possible some local networks might not get a chance to carry the home team if the home team is in the conference covered by the other network. I am not sure I explained this very well but that is the way this works now.
