Why isn't Parsons in there at the end to block the kick

Don't tell me he couldn't do this or at least try to do it. Gotta better chance of effecting the kick than LVE and his jumping jacks.

I could be wrong, but I believe hurdling the center on a special teams play is now against the rules.
