Why not college rule: stop clock on first down

And the clock doesn’t start to run until the ref sets the ball and motions to start the clock. Why leave it up to fat, old, slow, bumbling refs to get to the ball and get it set? Change is so overdue.

I've been harping on this for years. It's ridiculous to have the clock running while a 60 year old man runs to set the football for play.

Stop the clock (on a first down), set the ball, then start the clock. Your fate shouldn't rest on the foot speed of an umpire. God help you if he trips along the way.
