Female Superhero movies are hard to do.
Not because they are female, but because there really isn't a lot of experience making them.
There is a bunch of opportunity here, and I hope they are able to do this right.
I think you're right but I lay blame on lack of imagination and creative cowardice instead of inadequate experience. It's been two decades since a minor female character spun off from the syndicated
Hercules:The Legendary Journeys and became a worldwide phenom. Although it was unabashfully campy at times,
Xena:Warrior Princess demonstrated how a small casting effort can land an actress perfect enough that she far surpassed even Lynda Carter's mold for ideal female superhero beauty, physicality, intelligence, persona, and feats of (super)heroism.
The ultimate test is translating a female superhero character to live action movies dramatically. Personally, I think screenwriters, producers and even the studios simply were unwilling to take on the challenge or couldn't mentally construct an audience-satisfying version of a female superhero who can save those needing protection like just male superheroes could. It's really weak sauce. We can go back over thirty years and find a perfect example in Ridley Scott/James Cameron's Ripley movie character with all the right qualifications for superheroism. The only thing she lacked was a cape. Or a lasso and bracelets.
That's my rant for the day. It's just so frustrating seeing how the nearly limitless potential of Hollywood has been wasted in properly bringing these characters to the big screen.
