I would guess it doesn’t take too much to get him signed. I doubt money is a huge sticking point. Declining play and him likely wanting a starting gig are more likely to be the issue.

Cowboys probably waiting to see Diggs and Revel progress headed into camp and how guys like Carson and others look. Gilmore could take a promising young guys spot considering he would probably occupy 1 of 4 spots which leaves 1, maybe 2 for Carson or one of the other young guys.

At this point I would likely roll with what we have, however if there's sentiment that Diggs and Revel likely miss a good chunk of the season I would bring him in.

If the defense was closer to being a real contender a guy like Gilmore would be a great addition and the money would be easy enough to work.

He is not going to put this defensive over the top though so I'd pass and focus on seeing what I had and adding youth and potential if necessary.
