This is the first time I've ever heard the term. Is it a commonly used phrase, and is it an established term, or something coined in light of recent events?

It’s been used much more frequently since 2016. Back in 2014-2015 when the NFL stared punishing NFL
players more severely it wasn’t defined. I think Jumbo was against this movement and posted frequently about it on our old board. He referred to it as the mob, if I recall correctly.
