No, IR players are still under contract. A release means he is a free agent. Of course that won't do him any good this season.I think this is how they get him to IR otherwise he would still keep a training camp spot .

Once an injured player clears waivers they revert back to IR. (unless in rare instances where some other team claims them and rehabs them) Or when it's a minor injury and they reach a settlement.No, IR players are still under contract.
