Unlikely because Wagner, like all other top free agents, will not take a pay cut to come to Dallas.
He will take less (not Cowboys standards) to sign somewhere than initially thought. Chargers and Rams are spending their cap, same with Raiders. He still likely commands over 8-10 million by some desperate team.

Signing Wagner would transform/elevate the defense. He would take them to the next level. It makes too much sense.
Have you heard of pie? Now let me tell you, there are only so many pieces of pie to go around. Now when other players start to get their pie, the other players get less and less pie. So basically, Bobby, we have no pie left. We must save these crumbs for Carlos Watkins, Brent Urban and Ty Nsheke. ~ Stephen Jones aka the Cap Maestro

The reality is Wagner likely either wants to get paid or win a Superbowl next season...the Jones family do not go after the big ticket free agency players and we have Dak Prescott at QB...so why did anyone ever believe Wagner would sign for the Cowboys...

Wagner knows this is his last decent-sized contract so I can't blame the guy for wanting to squeeze every dollar he can out of it.

Translation: Wagner isn't a jag who will take a tiny salary, no chance the Jones family will pay him.

Yet another dagger in the hearts of fans hoping for the signing of a big name. Free agency is going down just like I thought it would. As the Joneses keep saying we like our guys. We’ll see if they still like them after next season.

Commands 8-10? The dude will probably get in the 16-18 range.
