Is there any chance you all can see this being Gallups final season as a cowboy, if Tolbert is able to take his camp progress into the season? Financially is this what the cowboys want to happen

No.

What if Cooks goes down with an injury the day after? Now, the Cowboys are in the same situation they were last season.

If you are going to feature three WR's then you want at least 4 viable starters as an insurance policy. That #4 guy is also going to get his share of receptions.

If Gallup plays this year like he played last year, he will be cut regardless of what the other WR's do. He was outright bad. Cutting him after this year doesn't save a ton of money but its not a huge hit either.

I’d be ok with it. I’d still want another WR in the 2nd or 3rd rd, with Cook likely being temporary.

No, but if Gallup plays like garbage and Tolbert does extremely well, then yes.

Depends on how good gallup is this year. I would think he would be gone.

..he still blamed his soft impact year on recovering from injury. So maybe, he puts up 1K this year.

He doesn't, might not be around for 24'.
