He might be just because there aren't many good C in the league.This is the thing- Hoffman is a very good backup. Someone that can hold things down at guard or center for a week or two if the starter turns an ankle or something.
If a team counts on Hoffman to be a 17 game starter and a line achor.....eh he's not really that guy.

That's an excuse. They don't have to give him a first-round or second-round offer to tender him. A tender, even the lowest one, just gives the team the right to match any offer.It’s the cap
I'm thinking they expect him to be offered more than they want to pay so they know they will lose him with a right to refuse tag. Which is no compensation and doesn't count towards compensatory picks. By refusing a tender he automatically becomes a free agent and now compensatory picks do come into play even if it's just to cancel out one of their own.That's an excuse. i would think its a failed agreement between the two parties.. Hoffmans' versatility and tenacity should draw interest - and i wouldn't be surprised if some NFL teamsOh! Well this is a little surprising. He is a valuable player for them. Unless they think his replacement is already on the roster this is a little bit of a gamble. I did not see this coming. It will be interesting to see what happens. He will get offers.
