I don't think there is anything to it. Just dumb luck. England could have won 4-0. Sometimes you just don't convert on chances against weaker teams, and sometimes you do. Germany scored 7, Spain nil. Both could have scored 7 or nil. Sometimes the ball bounces in mysterious ways.

All true but equally, some teams consistantly underperform because of complacency.

Agreed 100%. But in some of these matches, I don't think that's the case. If a team dominates a match from start to finish, what else can you do? In other cases, teams simply aren't as good as advertised.
