We don't know that. What we know is that project quarterbacks usually help the team as a backup for a few years and then maybe go on to being journeymen. However, occasionally a surprise like a Tony Romo or a Kurt Warner turn out to be excellent starters. It doesn't happen anywhere near as often, but it does happen. What that means is you sign a promising QB as a backup and then see how he develops. He'll most likely just be a decent backup for a while, but give him a chance to become a surprise who can be more. There's no way to know in advance who will be a journeyman and who will develop into a starter, so you just let them develop and let them compete and see who rises to the top. I didn't know in advance that guys like Romo, Warner, and Brady would turn out to be excellent. Even their coaches didn't know. So while I agree we shouldn't anoint Milton as the next Tom Brady, I wouldn't rule him out either. Two years from now, maybe he's the Browns' backup ... or maybe he's much, much better and can become our starter. It's just a football thing. No one knows in advance who will rise to the top.
