To my mind, the nominations are:

Bills fans
Vikings fans
Browns fans
Lions fans

former list members:
Saints
Bucs

Did I miss anyone? I would have to say Bills fans just edge out Vikings fans. Losing the Super Bowl 4 years in a row is like a knife through the heart. Then, they were 13 seconds away from a trip to the Super Bowl, but Mahommes and company dashed those hopes. And there's "wide right", not just for the Super Bowl, but for another playoff game. Life's rough for Bills fans. Vikings fans are about a centimeter behind them.

What is worse.
Never getting to a SB. Or getting to multiple SB’s and never winning.

How about the Falcons. Get to a SB, up 28 points or was it 24, and losing it.

Buffalo losing 4 straight, but they got there.
Minnesota losing 4 times, and Cincinnati losing 3 times.

Browns just a play away from getting their, and both times lost to the Broncos on fluke plays.

Jets, been very long time, just as it was for KC, over 50 years until Mahomes.

Browns. Big football town with a terrible team.
I think this is it.

They haven't had a franchise even contend in decades. They haven't had a great QB, in many fans' lifetimes

Plus a city that is seriously rabid about football undeservedly lost their franchise to Baltimore- who then went on to win titles.

OUCH

At least the Bills have been good lately, and very good in the 90s.
Vikings to some degree too.

I think you've nailed it. It's got to be the Browns. Their leadership also out-stupids Jerry consistently. Jerry was smart enough to pass on Johnny Manziel, but the Browns scooped him up. I'm glad he wasted a Browns draft pick and not one of ours.

The Browns have had 42 starting QBs since they came back ton the NFL in 1999.

This guy has added three more to his jersey since this pic.

Imagine if our drought after Aikman went on for thirty years

Those four years the Browns were not a NFL team must have activated some kind of curse like the Curse of the Babe.

And they have the indignity of the ex-Browns (the Ravens) having won two Super Bowls. Turns out the Browns were on the right track when Bellichick was their coach. They were improving under his leadership. One wonders what could have happened if they had kept him around.
