This has to be a way to stash him. Surely, a concussion isn't a multi-month thing with him. The hit didn't look that bad.

They are stashing him.

We seem to be pretty adamant on keeping Moore so that means 3 QBs. No way we can keep 3 QBs, 4 TEs and 6 WRs.

You don't have to designate who returns from IR. That was the original rule but it changed last year.
