That's a good start.If it’s obvious that the penalty has no influence on the play, I admit very subjective, then they shouldn’t call it. That would help.
It would extend the game too much.So now we want the refs who over-officiate the game to determine what penalty had a negative influence on the play? Lets face it. Some of these penalties are blatant. The Seahawks and Pats have made a living off of mugging receivers and never really got flagged as much as I thought they should have. Also, if a primary receiver gets mugged on an important play and the QB decides to throw to his second option and it was a completed pass for a minimal gain, would that be a non-call?
@John813 had a good idea with being able to challenge a penalty. Some are so ticky tacky that they'd be overturned and it would keep the refs from deciding a game on a bad call.

This is a 8.5% Dip for NFL is actually LESS than the standard across ALL TV in 2017 which through 9 months was 12.3%.
People under 30 have Netflix and Hulu but generally not standard cable packages.

I truly despise Goodell and absolutely hate the catch rule and other nonsense in the game but the NFL is the most most watched show by 390% and the friggin terrible pre and post game are still higher than ANYTHING else and all we hear is OMG NFL is dying, ROFLMAO.
What's worse is people have so little common sense they'd see the lie in their own actions if they desired to but they love the lie. So they repeat it and believe it.

But they did just let their fans know that they can survive without 24/7 saturation allegianceWhen the NFL would have to worry is when some other content was stealing their ratings.

It could improve if the league took those distracting and annoyingly over used little yellow flags away from the dimwits that try to ruin every game. That would be a great start!!

Tell you what...steering the games is getting out of control. The fan base is smarter than the owners think.They put the refs in place with vague rules written by lawyers on purpose. They control the flow of the game and keep it as close as possible so that you don't change the channel. Ad revenue is key.

That's a certainty. It's becoming too obvious. Ratings and attendance are going slowly down.The average fan isn't intelligent enough to pick up on it. I don't believe the game is rigged, but I do believe the league tries to steer outcomes. Sometimes it works and sometimes it doesn't.
