Someone forgot to tell Dallas that when they played the Rams. Dallas apparently played pass every down.

The only thing I can think is that Dallas knew that Goff was terrible under pressure. And thought they could defend the run well enough to run stunts/twists to hopefully get pressure.

And they got killed. By the time they realized it was a bad move, they were smoked
