Were they trying to get radioactive rattlesnake based super-powers? Was it a bizarre murder method? If the gun don't kill him, the snake might. If the snake fails, the Uranium powder's sure to give him cancer! Nobody said murder had to be immediate.
As far as how you can get Uranium, you can get it online. Even Amazon sells it. Any form of Uranium is radioactive, even depleted or in ore form.

I think it was 1) illegal possession of a firearm ( where he had it in the vehicle), and 2) open alcohol in the vehicle. It was hunting seasons, so the snake was legal, and the uranium was legal. weird, but legal.

What exactly constitutes open alcohol? if You have a half empty bottle with the cap screwed on, is that an open container? or do You have to leave the cap off to get busted?

A container that has the seal cracked. For instance, a bottle of whiskey that has been opened before.
That said, you can carry a bottle like this, but it must be put in a place that it cannot be accessed while driving by any occupants of the vehicle. Say, by placing it in the trunk of a car.
