I don't see this as a vote of confidence. If the owner is saying we don't know if the kick is going to be good and that affects our decision-making, I'd say that means he's not exactly happy about it.

I think what he's saying about being spoiled by "an outstanding kicker" is correct. It's not easy to find those. My problem is that we don't seem to be making much of an effort.

It is definitely Jones voicing a lack of confidence self-observation in Maher. It is also Jones transparently suggesting the offense should start scoring touchdowns consistently and make Maher a minor luxury for the team.
