I think the rule is any part other than Foot or Hand touch the ground, the player is down. So if a player is hit and he falls forward in a plank but his forearm is on the ground, he is down.. same with this lower leg.

Hand, foot. Those are the only body parts that can touch the ground or else you're considered down (back, elbow, shoulder, butt, etc.)

It's amazing how they ignored this rule on a Zeke fumble, that went to review earlier in the season against the Saints, when his elbow was clearly down before the ball was coming out, huh?
