The NFL changed the rules such that the assistant HC title is meaningless with regards to how it affects other teams that want to hire that coach.
For example, prior to the 2014 season the Cowboys OL coach Bill Callahan received an offer to interview as OL coach and assistant Head Coach from another team. Jerry declined the request.
If the other team had asked to interview him for the Head Coach position, then Jerry could not refuse; although without permission the coach under contract has to wait until his current team is out of the playoffs or has a 1st round bye.
