I don't know much about practice squad signing rules. Howell is eligible, but anyone can sign him, right? I think there's a lot of value in Howell if you sign him right now. Easy to forget that just 2 years ago, there were a genuine 2-3 months where he was viewed as the future of Washington with his rookie play. He crashed and burned second half of season along with Ron Rivera and everyone else before DQ took over. If he's cut at the end of camp, he can sign with any team as a veteran, but it wasn't like teams were beating down his door to sign him ahead of this season, which is why Dallas was able to get him for $2.5 million. All of it is guaranteed, so he's not going to lose money by going to the practice squad. It may be like Will Grier last year where there's a handshake agreement in place for him to stay with the team that paid him and be on the practice squad. Doing something like that is less risky than cutting Milton since he can be claimed on waivers.

And that is the negative of putting Howell on the practice squad. I don't know if he could be brought up for games and Milton be made the inactive (not sure it works that way). They are allowed one emergency QB who doesn’t count against the submitted 48 active players but he still must be on the regular 53 man roster.
