The reason you don't go outside during an earthquake if you're indoors is because while trying to get out, you get hit with falling stuff. What you're supposed to do is stay wherever you are (indoors or outdoors) and take cover if you are indoors. If outdoors, just avoid structures and power lines.

This. The most dangerous part of going outside is moving through the building your in currently in.

Best thing to do is move to the closest doorway, under a desk / bed. Otherwise stay right where you are. (unless you are near something like a large bookshelf or china cabinet, then back way from it) I suppose if you are standing at the front door, by all means go outside. Move as far away from any large structure as you can.
